Dr Paul R. Latortue

Founder

Dr. Paul R. Latortue is a highly accomplished Haitian economist, academic executive, and international development leader who serves as the President and Founder of Groupe de Reflexions sur Haiti (GRH). Armed with a Ph.D. in Economics from SUNY Binghamton and an MBA from Inter-American University, his distinguished multi-decade career bridges high-level public administration and top-tier academia across Haitian and Puerto Rican institutions. Dr. Latortue, notably shaped national development as Executive Director of the Unité Centrale de Gestion (UCG) in Port-au-Prince and served extensively as a university dean, including heading the Business College at the University of Puerto Rico. A champion of structural capacity building, he leverages his deep expertise in finance, regional innovation, and macroeconomics to drive sustainable transformation for Haiti.

Maxime Fils

Founder

Maxime Fils is a co-founder of Groupe de Reflexions sur Haiti (GRH) and a versatile leader with an expansive background bridging engineering, environmental science, and advanced healthcare technology. He holds a bachelor’s degree in civil engineering, a master’s degree in environmental sciences, and is a Certified Nuclear Medicine Technologist (CNMT). With an impactful professional history that includes working on key regional initiatives with organizations like the Pan American Development Foundation (PADF), he specializes in public safety infrastructure, structural integrity, and environmental sustainability. Leveraging his unique interdisciplinary expertise, he plays a vital role in guiding GRH’s strategic vision for climate resilience, community public health, and long-term sustainable development across Haiti.

Dr Jean Sénat Fleury

  • Dr. Jean Sénat Fleury is a distinguished former Haitian career judge, legal scholar, and prolific author with decades of expertise in judicial reform and public safety infrastructure. A graduate of France’s National School of Magistrates, he has served as a pivotal figure in the Haitian judiciary, notably as Director of Studies at the School of Magistrates and a trainer at the National Police Academy. Known globally for his extensive historical and legal publications, he leverages his deep background in judicial governance and public policy to guide GRH’s strategic vision for the rule of law and sustainable structural reform.

Fritz Clairville

Co-Founder

Fritz Clairvil is a seasoned former Wall Street executive, accomplished business entrepreneur, and public policy advocate with over four decades of multi-sector experience spanning finance, economic development, real estate, international affairs, and Haitian diaspora engagement. A prominent figure and visionary within the Haitian American community, Mr. Clairvil brings a track record of strategic acumen, effective leadership, and resource mobilization to forge strong alliances that bridge diverse stakeholders. In addition to his leadership at GRH, his executive portfolio includes roles as Group Chief Executive Officer at Vest Net Capital Holdings LLC, President of the SIMACT Foundation, and President and Founder of Haiti Pathway Forward. Committed to public service, community advancement, and philanthropic initiatives, Mr. Clairvil utilizes his deep financial expertise and advocacy to promote sustainable economic growth, policy development, and impactful investments across both the public and private sectors.

Jean Robert Maxi

Jean Robert Maxi is a senior executive, finance expert, and entrepreneur specializing in debt restructuring, financial data analytics, and capital management. His distinguished career includes founding innovative fintech enterprises, driving high-impact fundraising strategies, and steering complex corporate mergers and acquisitions. Leveraging deep proficiency in portfolio evaluation, risk mitigation, and corporate growth, he plays an instrumental role in GRH’s structural economic initiatives, resource allocation, and development modeling to foster long-term economic resilience across Haiti

Jean-Robert Jean Noel

Ing. Jean-Robert Jean-Noel brings a profound, interdisciplinary synthesis of civil engineering, agronomy, and rural infrastructure development to the Groupe de Réflexions sur Haiti (GRH). With extensive expertise as an international consultant overseeing complex development frameworks, he specializes in designing sustainable, economically viable architectural and structural proposals tailored for both urban and rural territories. His deep understanding of territorial behavior and localized agricultural ecosystems enables him to translate strategic socio-economic reflection into scalable, climate-resilient field implementations. Furthermore, as a seasoned executive and founding member of multiple developmental initiatives—including FONHDILAC and COSUVIGO—Ing. Jean-Noel’s proven leadership in institutional capacity-building, stakeholder engagement, and participative governance directly aligns with the group’s mission to reconstruct a more equitable, rule-of-law-based, and environmentally sound Haiti.

Prof. Amerigo Bernadel

Co-Founder

Prof. Amerigo Bernadel is an entrepreneur, motivational speaker, and marketing professor with over 30 years of international experience spanning the United States, Haiti, and the Dominican Republic. An expert in communications, strategic marketing, and the business integration of Artificial Intelligence, he serves as a Co-Founder of (GRH). He leverages his deep cross-border business insights, public speaking acumen, and technology focus to inspire cross-functional collaboration and drive structural socioeconomic advancement throughout the region.

Dr Roger R. Jean Carles

Co-Founder

Dr. Roger R. Jean-Charles is an eminent physician, medical educator, and public health advocate with over 45 years of leadership in clinical care and health policy in Haiti. A distinguished Professor of Medicine at the Université d’État d’Haïti, he has significantly shaped national healthcare as Director of the Centre Haitien d’Hypertension and President of the Société Haitienne d’Hypertension. Renowned for his research in cardiovascular health and non-communicable diseases, he leverages his extensive expertise in public health governance and international clinical networks to champion structural healthcare development and strategic policy reform for Haiti. He was a researcher for NASA.

Joubert (Bob) Georges

Bob Georges is a dynamic professional and strategic collaborator with extensive experience in organizational management, systems optimization, and project coordination. Known for his ability to bridge technical precision with operational efficiency, he plays a key role in aligning resources and maximizing team productivity. Leveraging his strong background in workflow administration and strategic support, he helps guide GRH’s structural and capacity-building frameworks, driving smooth institutional collaboration and sustainable development programs across the country.

Garry Hugues Dalencourt

Co-Founder

Garry Hugues Dalencourt is an accomplished Haitian executive, entrepreneur, and philanthropist with a proven track record of driving economic and civic development. He serves as the President of the Association des Entrepreneurs de Saint-Marc (AESM), advocating for local commerce and infrastructure, and is the Founder and Vice President of Blue Ice, a leading regional enterprise. His extensive financial background includes serving as the Branch Director for Sogebank in Gonaïves, where he managed full commercial banking operations and corporate client portfolios. Committed to the advancement of the Artibonite region, he actively funds and champions philanthropic initiatives focused on education, local economic relief, and community empowerment.
