Turning Advocacy Into Real Policy Change

At Groupe de Réflexions sur Haïti (GRH), political lobbying is how we transform our mission into measurable, lasting change.

As a Florida based 501(c)(4) social welfare organization, we are legally empowered to advocate without restrictive limitations allowing us to fight for what matters most: clean air, clean water, and a sustainable future for communities.

We operate across all levels of government federal, state, and local ensuring that the voices of the communities we serve are represented where decisions are made.

With this reach comes responsibility. We maintain strict compliance, full transparency, and ethical accountability in every action, ensuring our advocacy is always credible and impactful.

What is Political Lobbying?

Political lobbying is the process of influencing public policy, legislation, and regulatory decisions.

At GRH, it means actively working with lawmakers, agencies, and local authorities to create policies that protect communities and the environment not just today, but for future generations.

Our Approach to Advocacy

We engage across multiple levels simultaneously, combining in house expertise with specialized external lobbying firms to maximize impact.

This allows us to:

  • Influence national level environmental policies
  • Shape state legislation and regulatory frameworks

Drive local reforms that directly impact communities

Types of Lobbying

Our advocacy operates through multiple strategic channels:

  • Legislative Lobbying :
Direct engagement with lawmakers on key bills and policies
  • Executive & Regulatory Lobbying :
Working with agencies to shape and enforce regulations
  • Local & Municipal Advocacy:
Partnering with city councils and local authorities on community level policies
  • Contracted Advocacy:
Collaborating with specialized lobbying firms for deeper expertise across jurisdictions

Lobbying vs. Political Activity

We maintain a clear and strict separation between lobbying and political campaign activity.

  • Lobbying focuses on influencing policies and legislation
  • Political Activity involves supporting or opposing candidates

As a 501(c)(4), lobbying is a core part of our mission. Political activity, however, remains limited and is fully tracked and reported separately.

This distinction ensures compliance while keeping our focus on meaningful, issue driven change.

Regulatory Compliance

Operating across multiple levels of government requires adherence to strict regulatory frameworks.

  • Federal Compliance : All lobbying activities are registered and reported under federal law
  • State Compliance (Florida): Separate registrations for legislative and executive advocacy with strict no gift policies
  • Local Compliance : Registration with local authorities before engaging in municipal advocacy

We do not engage in contingency based lobbying or any practices that compromise ethical standards.

Transparency & Reporting

Accountability is central to our work.

We maintain:

  • Regular disclosure reports for all lobbying activities
  • Internal verification of all financial records and filings
  • Full annual reporting of lobbying expenditures

Every contribution and action is tracked to ensure transparency and trust.

Ethics & Best Practices

Our advocacy is guided by strict ethical principles:

  • Zero Gift Policy : No benefits or incentives are offered to officials
  • No Conflicts of Interest : Partners must align fully with our mission
  • Financial Integrity : Strict separation of lobbying funds and public or grant funding
  • Independent Verification : All financial and compliance records are internally reviewed

Our Impact Areas

Our lobbying efforts focus on three core priorities:

Renewable Energy
Advancing policies that support clean energy adoption, solar accessibility, and sustainable infrastructure.

Pollution & Water Protection
Strengthening regulations on harmful pollutants and advocating for clean water systems and environmental restoration.

Recycling & Waste Reduction
Promoting sustainable waste systems, reducing plastic use, and supporting circular economy initiatives.

How to Get Involved

We believe advocacy is strongest when communities are involved.

Whether you are an individual, organization, or institution, you can:

  • Partner with us on policy initiatives
  • Support advocacy efforts through funding
  • Bring forward issues affecting your community

Together, we can turn awareness into action and action into policy.

Resources & Compliance References

We operate with full transparency and align with recognized regulatory frameworks, including:

  • Federal lobbying disclosure systems
  • State ethics and compliance authorities
  • Annual financial and lobbying activity reporting standards

Detailed records and disclosures are maintained to ensure full accountability at every level.
